A garden that floods after every shower or stays boggy is almost always a drainage problem: the rainwater cannot get away. On clay and peat soil this happens sooner than on sand. The solution sits below ground — drainage pipes, a gravel soakaway, the right fall or an infiltration facility — and should therefore be laid before the paving and planting, not after.
